In early 1988 the Virginia Department of Transportation (VDOT) was awarded a grant of $3.8 million from the Exxon oil overcharge refund to implement a statewide signal timing optimization program. A limited survey of signal timing programs in other states was undertaken to assist the VDOT in decisions regarding the design of its program.
