Abstract:
This California Airport Land Use Planning Handbook is published by the California Department of Transportation Division of Aeronautics. Its purpose is to support and amplify the article of the State Aeronautics Act (California Public Utilities Code, Section 21670 et seq.) that establishes statewide requirements for the conduct of airport land use compatibility planning. The Handbook provides compatibility planning guidance to airport land use commissions (ALUCs), their staffs and consultants, the counties and cities having jurisdiction over airport area land uses, and airport proprietors. This volume represents the third edition of the Handbook. This 2002 edition has been thoroughly revised. In 1994, Legislation passed in that year established a requirement that airport land use commissions "shall be guided by information" in the Handbook (or any future updates) when formulating, adopting, or amending an airport land use compatibility plan. Consequently, this 2002 edition is much more definitive in the guidance it provides and this guidance is expressly that of the Division of Aeronautics. However, despite the statutory references to it, the Handbook does not constitute formal state policy or regulation.
