Abstract:The purpose of this White Paper is to present information that provides a better understanding of the Highway Occupancy Vehicle (HOV) system approach for dealing with urban problems associated with traffic congestion, energy consumption, and air quality. The paper presents a description of the HOV system concept and discusses the characteristics and application of priority HOV projects. The focus is on HOV facilities developed either in freeway or in separate rights-of-way. These types of facilities can generally be grouped into the following four categories: exclusive HOV facility, separate right-of-way; exclusive HOV facility, freeway right-of-way; concurrent flow lane; and contraflow lane. Information is included on the extent of HOV development in the United States, reasons for developing HOV projects, public reaction to high-occupancy vehicle facility development, considerations to enhance HOV project success, and conclusions regarding the role of HOV projects.
