Abstract:This paper discusses some of the issues related to public transportation and welfare reform. Consideration is given to socioeconomic characteristics of welfare recipients at the enactment of the Personal Responsibility and Work Opportunity Act and how these characteristics might influence travel behavior. There is also some discussion of land use, market forces, and other factors in U.S. society that may create barriers to public transportation for the target population. Strategies to address the barriers, including funding and service opportunities are provided. Suggestions for additional research are included. The paper includes a welfare-to-work transportation typology and glossary.
