Abstract:This study was performed to validate the conclusions of the 1993 Environmental Impact Statement for the HAARP project that the noise generated would be less than a significant level of impact. In 2004-2005, a noise measurement study was conducted to evaluate the noise levels emitted from the HAARP power plant consisting of a single engine-generator pair, and to estimate the sound levels emitted from a potential power plant consisting of five simultaneously operating engine-generators. The purpose of this study is to characterize the noise levels from the current HAARP power plant consisting of four main engine-generator pairs (with the corresponding cooling and exhaust systems), to and compare those estimated sound levels with the findings of the initial study and the applicable regulations. This study will quantify the noise output from the HAARP diesel engine-generator(s), and based on existing impact criteria determine if the resulting noise levels are negatively impacting areas outside of and neighboring the HAARP facility.
