Abstract:This study for the City of Colorado Springs Parks, Recreation and Cultural Services Department, provides a preliminary analysis and set of recommendations to support the city’s work moving forward to implement a shuttle system at Garden of the Gods, which experiences heavy congestion. This report provides an analysis on recent visitation trends, visitor survey responses, and a presentation of shuttle concepts for consideration. Concepts include a vehicle recommendation and preliminary cost estimates. The report concludes with considerations and proposed next steps. Three addendums are included that include 1) a detailed recommendation for a pilot Gateway Road Circulator shuttle route; 2) a description and findings from a March 2018 public meeting about the shuttle study and pilot shuttle concepts; and 3) an analysis of ridership data for the 2018 pilot shuttle season.
