This document has been developed by the Federal Transit Administration (FTA), in consultation with the Department of Homeland Security’s (DHS) Transportation Security Administration (TSA) and Office of Grants and Training (OGT) and the American Public Transportation Association (APTA). This document provides an approach that integrates a transit agency’s entire security and emergency management programs with the Department of Homeland Security (DHS) Homeland Security Advisory System (HSAS) threat conditions as an organizational framework.
