Abstract:The Chairman of the Forum, Tom Larson, summarized the topic for the forum as managing change, and bringing institutions along, so that they are contemporary with the world they are in. The mission is to make our transportation facilities function as an entire system, and bring everyone together, and develop the human capacity more rapidly in order to manage systematically. It comes down to very basic questions. Are our existing local, metropolitan, state, and federal agencies structured to meet the needs of system operations? Do they have the necessary skills? Are organizational arrangements consistent with the needs for system coordination? Can the agencies work effectively with private organizations? Are new attitudes, and new orientations towards customers needed? /Summary/
