Abstract:The State of New York received a grant from the I-95 Corridor Coalition to develop a proof-of-concept for an electronic credentialing system for the motor carrier industry. When fully developed, the system, which is a web-based solution, will enable motor carriers to apply, pay for, and receive the following credentials necessary for interstate operations in New York: (1) International Registration Plan (IRP); (2) International Fuel Tax (IFTA); (3) Single State Registration System (SSRS); (4) Highway Use Tax (HUT). The proposed system, the One Stop Credentialing and Registration System (OSCAR), will function as a core system for the development and deployment of CVISN in New York. Science Applications International Corporation, through a contract with the Joint Program Office of the Federal Highway Administration, was selected to evaluate New York's project. The evaluation of New York’s electronic credentialing project was conducted using the methodology developed by the Federal Highway Administration (FHWA) for evaluating ITS and ITS/CVO projects under the Transportation Equity Act for the 21st Century (TEA-21).
