Abstract:The eighteenth annual report, issued by the Federal Railroad Administration (FRA) Office of Safety, combines Highway-Rail Crossing Accident/Incident statistics with the National Highway-Rail Crossing Inventory. Accident/Incident data is compiled from monthly reports filed by railroads. The National Highway-Rail Crossing Inventory contains sight-survey data about individual crossings and is provided voluntarily by states and railroads.
The Federal Railroad Safety Act of 1970 (P.L. 91-458) and the Accident Reports Act (45 U.S.C. 38-34) require railroads to file accident/incident reports with the FRA. The National Highway-Rail Crossing Inventory was developed in response to the Federal Railroad Safety Act of 1970 and the Federal Highway Safety Acts of 1970 and 1973, which require the Secretary of Transportation to work towards improving safety at highway-rail crossings.
