Abstract:

Well-run vessel traffic services greatly improved the safety and efficiency of the waterways. This paper described how the Pilots' Association for the Bay and River Delaware, had developed a system for the Delaware Estuary. The system was one of the few privately operated systems in the world. The paper listed the key elements necessary for a successful private vessel traffic and information service (VTIS).
