Abstract:To safely extend licensure for older drivers with marginal impairments, State driver licensing agencies may impose behavioral restrictions in lieu of suspension to preserve mobility. Examples include driving only in daylight, avoiding complex road types, speed limitations, and proximity to home. This project surveyed driver restriction practices and characteristics of imposed driving restrictions among older drivers in several participating States while naturalistic data provided information about driving behavior of restricted and unrestricted older drivers. Information gathered in a literature review, discussions among subject matter experts, a collection of demographic and performance data from four participating States, and a field study of driving exposure among adults 70 and older support a broader understanding of restricted licensing practices, driver compliance, and safety effects. Older drivers in the study generally complied with imposed restrictions, although such restrictions were seldom employed by licensing authorities. Crash rates were lower for restricted drivers after, as compared to before their restrictions, though not as low as those observed among similar, unrestricted licensees. This finding echoed similar observations in the research literature. A naturalistic study of driving exposure demonstrated that drivers with imposed restrictions remained in compliance during a one-month observation period. Furthermore, t-tests revealed that participants with license restrictions drove significantly less often, more slowly, and for shorter distances as compared to unrestricted drivers of similar age.
