Abstract:
The present document is intended to provide background information on the innovation process and the spectrum of alternative Federal strate??ies for achieving National automotive goals in the areas of safety, fuel economy and emissions. A narrative style has been adopted in order to simultaneously convey the latest thinking on the subject while-providing a summary of the literature. Successive reports .in this series will examine in detail the parameters of the innovation process, and describe case studies of particular auto innovations.
