Abstract:This project reviews southbound agricultural shipments from the Upper Mississippi River originating from the states of Illinois, Iowa, Minnesota, Missouri, and Wisconsin to understand the potential impacts of shifting barge shipments to the parallel highway infrastructure. The project examines impacts to congestion on parallel highways, highway maintenance costs, trucking industry costs and environmental impacts of two diversion scenarios. Through evaluation of the two scenarios, the individual and cumulative impacts of shutdowns of each of the lock and dams on the Upper Mississippi River are modeled as highway loads with estimated costs and delays.
