Abstract:Most States and many local jurisdictions have developed and routinely use a number of unique traffic sign legends, designs, and symbols. Typically, these signs have been developed because of the need to communicate certain regulatory, warning, and guidance messages for which there are no existing adopted national uniform sign legends or symbols in the Manual on Uniform Traffic Control Devices (MUTCD.) If several or many States are using a particular sign that is not in the MUTCD, it can be reasonably presumed that the MUTCD is not serving a common need identified by the States. Because of the lack of a national standard design, variations are bound to develop among the States and local agencies in the legend, layout, shape, and even the color of signs intended to communicate the same basic message.
