Abstract:This report provides guidance on how the railroad industry can develop safer systems by acquiring new equipment based on human-centered design practices, or Human Systems Integration (HSI). If a railroad’s system design approach is focused on properly integrating people with technology, it can greatly enhance safety and system efficiency by reducing the risk of human error and improving overall system performance. The report explains how to transform general HSI guidance into specific requirements statements in contract format; these requirements can be included in requests for proposals issued by railroads for new equipment. The system and human performance requirements guidance focus on (a) Program Management and Control, (b) Analysis, (c) Design, and (d) Test and Evaluation (T&E).
