Abstract:This report presents the results of a link and path travel time study conducted on selected New Jersey (NJ) highways to produce estimates of the corresponding variability of travel time (VTT) by departure time of the day and days of the week. The travel time data were collected through the use of an In-vehicle navigation device equipped with a Global Positioning System (GPS)-receiver. The main outcomes of the study are: 1) The majority of the NJ routes studied follow a shifted log-normal path travel time distribution; 2) For each route the buffer index was estimated utilizing the 95th percentile travel time, which provides a comparative measure on the predictability of the corresponding arrival time to a motorist’s destination; 3) The impact of incidents on path travel time could not be estimated due to rather limited data; 4) The use of GPS-based link/path travel time data collection could produce the corresponding distributions and buffer index in a systematic way thereby assisting real-time traffic operations (e.g. signal timing) traveler information (e.g. real-time route planning), and transportation short term and long term planning (e.g. infrastructure and traffic management strategies). It is recommended that the methodology developed in this study to produce link- and path-based travel time distributions and associated Buffer Indices be included in the set of performance measures to aid planners, traffic operators and engineers of the New Jersey Department of Transportation (NJDOT) in making highway improvements and implementing traffic management strategies to reduce recurring delays and improve reliability of New Jersey highways.
