Abstract:The Southern Traffic Incident eXchange (STIX) program was implemented on April 1, 2008 to facilitate incident notification/information sharing between the Southern States (Florida, Georgia, North Carolina and South Carolina). The program's intent is to create a seamless incident management program in the region through multi-state coordination. Developed under Phase I, a manual process was established to collect and disseminate STIX incident information among the region. Enhancements to optimize the manual system were developed under this Phase II project. The project team explored ways to enhance the current system to provide better service to participating stakeholders, and also identified and addressed any issues with the process (miscommunication among stakeholders, misuse or underutilization of the system, coordination with Transcom etc.) Significant additional outreach activities were needed throughout participating states to further publicize the program benefits as well as to ensure stakeholders fully understand how to use the implementation, for not all stakeholders were using the system to its full potential. One enhancement that was of particular benefit was the facilitation of a STIX forum to allow various stakeholders-particularly TMC operators and Tech Report ground-level TIM personnel-to meet with program representatives and each Tech Report face-to-face to debrief incidents, learn more about the program and build relationships with neighboring states. This opportunity for interaction emphasized the importance of STIX and the power of good communication as well as gave stakeholders a more tangible perspective of the program.
