Abstract:The purpose of this report is to develop a generalized plan for evaluating and measuring the effectiveness of the major safety programs of the the FHWA Office of Safety. This report is organized into three sections in order to coincide with the statement of work. regarding the following three tasks: 1) "Literature Review" focuses on surveying the performance measures used to track the progress of various transportation safety programs as well as to analytic models that are used in the assessment of the effectiveness of safety programs. 2) An overview of the FHWA's Office of Safety focuses on analyzing and developing short-term recommendations regarding the FHWA's Office of Safety Programs. 3) A long-term plan for program evaluation and effectiveness measurement in the Office of Safety applies a general approach to the FHWA's Office of Safety programs in order to develop a long-term plan for constructing program effectiveness models.
