In these circumstances, drafting ?Guidelines for Port Authorities and Governments on the privatization of port facilities? is a challenge. The ten-step approach presented in this report has two objectives: to give a compact but comprehensive overview of the key issues that will arise when embarking on a port privatization scheme, and to determine best present practice with respect to the actual implementation of a scheme.
