In these circumstances, drafting ?Guidelines for Port Authorities and Governments on the privatization of port facilities? is a challenge. The ten-step approach presented in this report has two objectives: to give a compact but comprehensive overview of the key issues that will arise when embarking on a port privatization scheme, and to determine best present practice with respect to the actual implementation of a scheme. It is therefore important to keep in mind that each port privatization project must be approached from the angle that will lead to the best results in terms of the stated objectives. References, 84p.
