Abstract:This report consists of three parts. The first part deals the growing cocaine traffic through the eastern Caribbean using legitimate commercial maritime freight containers, implication for nations in the area and the Caribbean Community and Common Market (CARICOM), and strategies to deal with the problem. The second part deals with increased cooperative efforts between governments and the maritime freight transportation system's vulnerabilities to exploitation by organized crime. Finally the report announce publication of "Port Security: A National Planning Guide." This guide is intended to provide governments and the commercial maritime industry with a common basis to establish port security standards and the outcomes that can be expected from meeting those standards.
