• Abstract:
  West Virginia?s Statewide Transportation Improvement Program (STIP) is designed to meet the requirements outlined in the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), and the ?Statewide Planning; Metropolitan Planning; Rule (23 CFR Part 450,49 CFR Part 613)? provided by the Federal Highway Administration (FHWA) and the ; Federal Transit Administration (FTA). This brief report is intended to give guidance to someone reviewing a proposed STIP during the minimum 45 day public review period. It will address WHAT is contained in a proposed STIP; what the different ?reports? contain; the relationship between the STIP and Metropolitan Planning Organization?s (MPO?S) Transportation Improvement Program (TIP); what ?grouped? projects include; how the document(s) made available for ; public review differ from the STIP document(s) requesting FTA/FHWA joint review/approval.
