This working paper discusses the issues involved in changing the current draft NTCIP standard from an X.25-based protocol stack to an Internet-based protocol stack. It contains a methodology which could be used to change NTCIP's base protocols. This paper also includes background information on the current NTCIP draft standard and the Internet network architecture to build a common vocabulary for discussion and to present a review of those topics.
