Abstract:On October 30, 1997, at a hearing of the Subcommittee on Transportation and Related Agencies, Committee on Appropriations, U.S. House of Representatives, OIG provided their observations on the Federal Aviation Administration's (FAA) Standard Terminal Automation Replacement System (STARS) Program. They recommended that FAA (1) perform a human factors engineering evaluation on STARS, (2) establish a credible process to identify and prioritize human factors issues, and (3) create a mechanism to effectively resolve them. FAA could execute National Memorandums of Understanding with the unions representing air traffic controllers and maintenance technicians as a mechanism to effectively resolve issues identified in the human factors engineering evaluation.
