Abstract:The Tampa Hillsborough Expressway Authority (THEA) Connected Vehicle (CV) Pilot Deployment Program is intended to develop a suite of applications that utilize vehicle to infrastructure (V2I) and vehicle to vehicle (V2V) communication technology to reduce traffic congestion, improve safety, and decrease emissions using the authority provided by the United States Department of Transportation within the signed cooperative agreement (DTFH6116H00025). These CV applications support a flexible range of services from advisories, roadside alerts, transit mobility enhancements and pedestrian safety. The Pilot will be conducted in three Phases. Phase II includes the design, development, and testing phase.
This document presents the Data Privacy Plan (DPP).
It provides guidance material regarding security and privacy for the THEA Deployment Participant Data. The document discusses the policies and procedures required to affect the protection of PII (Personally Identifiable Information) as outlined in the Phase I Security Management Operating Concept (SMOC). It is important to note that security requirements in the DPP are developed to address privacy specifically and not security as a whole. Additional references for security analyses, V2V security, the Security Credential Management System, and connected vehicle application security needs are included in the SMOC and this document focuses on the controls to be utilized for protecting PII.
