Abstract:This document is an evaluation plan for a field operational test (FOT) that is based at O'Hare International Airport in Chicago and which will focus on the air cargo component of intermodal freight movements. The objectives of the FOT are to develop, install and test a universal electronic cargo manifest which uses smart cards and biometric technologies for the automated transfer and clearance of cargo moving from truck to air. Focus of the evaluation is to identify lessons learned regarding the implementation of intermodal ITS technologies in four study areas: system operational processes, technology applications, institutional agreements, and user acceptance. A description is first given of the electronic intermodal supply chain manifest ITS FOT project. This is then followed by the evaluation plan and a management plan.
