Abstract:The Tampa Hillsborough Expressway Authority (THEA) Connected Vehicle (CV) Pilot Deployment Program is developing a suite of CV applications, or apps, that utilize vehicle-to-infrastructure (V2I), vehicle-to-vehicle (V2V) and Vehicle to everything (V2X) communication technology to reduce traffic congestion, improve safety, and decrease emissions. These CV apps support a flexible range of services from advisories, roadside alerts, transit mobility enhancements, and pedestrian safety. The pilot is conducted in three Phases. Phase I includes the planning for the CV pilot including the concept of operations development. Phase II is the design, development, and testing phase. Phase III includes a real-world demonstration of the apps developed as part of this pilot.

This document describes the funding for the initial phases of the implementation and operations and the funding commitment for the long-term operations of the THEA CV Pilot program. This document presents the agreements that are in place (or being put in place) for the deployment and operations between the various agencies involved in the deployment and operations of the pilot. This document also presents the governance strategy being implemented between the partners to support operations.
