The International Border Electronic Crossing (IBEX) system implemented in this operational test was intended to demonstrate the integration of electronic information systems and technologies aimed at facilitating the safe, efficient movement of goods between the United States and Mexican North American trading partners. The evaluation of the IBEX system focused on four major areas of interest: documentation of the level of system and component technical performance; assessment of the user acceptance of the technologies and services provided; estimation of the potential impacts to the trade community; and documentation of the institutional and technical lessons learned.
