Abstract:Recurring congestion occurs when travel demand reaches or exceeds the available roadway
capacity. This project developed an interactive geographic information system (GIS) map of the
recurring congestion corridors (labeled herein as hotspots) in the state of Maryland. The map
allows users to obtain images, turning-movement counts, travel times, and roadway schematics
for individual hotspots. The GIS map was also converted to a keyhole mark-up list (KML) file
so that it can be used in Google Earth’s 3-D environment. It is hoped that this study will lead to
a statewide mapping of hotspots and help the SHA to allocate the resources necessary for the
mitigation and management of recurring congestion.
