Abstract:

This paper documents the contracting and procurement issues and opportunities encountered by the Virginia Department of Transportation (VDOT) in developing what was their first public-private partnership agreement for an Intelligent Transportation System (ITS). It is based on interviews with staff from VDOT, the Virginia Attorney General's Office, and the Washington Metropolitan Traveler Information Service contractor. In addition, VDOT provided file materials appropriate to documenting the contracting and procurement issues. (15 p.)
