Abstract:In the 10 most congested areas of the country, each rush hour traveler pays an annual "congestion tax" of $850 to $1,600 in lost time and fuel and spends a total of almost 8 work days each year stuck in traffic. To address this costly problem, the U.S. Department of Transportation launched the National Strategy to Reduce Congestion on America's Transportation Network. One element of this strategy is to advance low-cost operational and technological improvements that increase traveler information through expanded use of Intelligent Transportation Systems (ITS).
