PRINCIPAL DATA SOURCES ARE THE NHTSA GENERAL ESTIMATES SYSTEM (GES) AND THE FATAL ACCIDENT REPORTING SYSTEM (FARS), ALTHOUGH THESE DATA FILES ARE ACKNOWLEDGED TO HAVE LIMITATIONS FOR QUANTIFYING THIS TYPE OF CRASH CAUSAL FACTOR.
