Abstract:The primary focus of this Final EIS is a major transit capital investment in the St. Louis central/airport corridor which connects Metro East, downtown St. Louis, and the Airport/McDonnell Douglas complex. Five primary alternatives were considered to improve transit in the corridor: 1) no-action; 2) transportation systems management (TSM); 3) busway; 4) light rail transit (LRT); and 5) light rail transit with shuttle bus service (to Clayton). The LRT/bus shuttle, known locally as the Metro Link project, is the locally preferred alternative, which has been refined in the preliminary engineering study, including the consideration of three intermediate length options, and compared with updated no-action and TSM alternatives. The following effects of the preferred alternative are considered: transportation; economic development; displacement; neighborhood; visual and aesthetic; air quality; noise and vibration; ecosystem; water; energy; historic, archaeological, and cultural; parkland; and financial effects. This Final EIS includes revisions to the Draft EIS; a summary of the comments and recommendations received on the Draft EIS; a list of persons, organizations, and public agencies commenting on the Draft EIS; and responses to substantive comments raised in the review and consultation process. Changes in the text of the Draft EIS are indicated in this Final EIS by a solid vertical line in the margin.
