      The California Department of Transportation (CALTRANS) has a need to monitor traffic flow over freeways. Currently, this is done mainly

      through the use of “loop detectors.” These are measuring devices that are buried under the road pavement, and that can indicate whether or not

      a vehicle is present, and give qualitative speed relationships. Because this class of detectors are known to have low reliability, CALTRANS is

      working on developing a new family of sophisticated electronic sensing devices for the purpose of monitoring certain characteristics of road

      vehicles as they move along the highway. The devices currently under development are to be located overhead individual highway traffic

      lanes, from where they can have a clear “view” of ground vehicles. In order to deploy these devices, there is a need to develop the capability to

      safely and efficiently mount them above highway traffic lanes, using existing overhead bridges and sign structures as support structures.

      In fulfillment of a CALTRANS contract for the development of a viable mounting system for these new electronic measuring instruments, this

      report presents a complete engineering study of a mobile support platform that will use existing walkway structure as support. The study

      discusses such issues as mobility, effects of wind loading from moving vehicles, vibration isolation, safety, reliability, and resistance to

      environmental and other hazards. The report includes information on the complete design, construction, and testing of a prototype of the

      platform system.
