The guidance included in this guidebook was primarily ; developed to assist in measuring roadway-related transportation system performance: a subject ; that is largely absent from existing research literature. Guidance on developing performance ; measures specifically for rural transit systems is not included as the transit industry as a whole ; is well-versed in the development of performance measures: a subject that is readily available in ; existing research literature. Throughout the development of this guidebook, the project team ; and stakeholders recognized the need to optimize existing agency data and often limited ; resources; those concerns are reflected throughout this document.
