  This Performance Measures for Rural Transportation Systems Guidebook provides a
  
  standardized and supportable performance measurement process that can be applied to
  
  transportation systems in rural areas. The guidance included in this guidebook was primarily
  
  developed to assist in measuring roadway-related transportation system performance: a subject
  
  that is largely absent from existing research literature. Guidance on developing performance
  
  measures specifically for rural transit systems is not included as the transit industry as a whole
  
  is well-versed in the development of performance measures: a subject that is readily available in
  
  existing research literature. Throughout the development of this guidebook, the project team
  
  and stakeholders recognized the need to optimize existing agency data and often limited
  
  resources; those concerns are reflected throughout this document.
