This report ; responds to the Legislative requirement by describing ; the motivation for TOPS, the current ; status of TOPS, and opportunities ; for implementing TOPS projects. ; Some aspects of the legislative ; request, including the use of movable ; barriers and the interrelationship ; between transportation planning ; and rapid urban development ; on congested corridors, will be ; addressed in future submittals.
