Abstract:The Traffic Noise Analysis Protocol (hereafter referred to as the Protocol)
contains Caltrans noise policies, which fulfill the highway noise analysis and
abatement/mitigation requirements stemming from the following State and
Federal environmental statutes:
· California Environmental Quality Act (CEQA)
· National Environmental Policy Act (NEPA)
· Title 23 United States Code of Federal Regulations, Part 772 “Procedures for
Abatement of Highway Traffic Noise and Construction Noise” (23 CFR 772)
· Section 216 et seq. of the California Streets and Highways Code.
Policies, procedures and practices are provided in this Protocol for use by
agencies that sponsor new construction or reconstruction transportation projects.
The Protocol is designed to evaluate the potential traffic and construction
generated noise impacts, and determines reasonable and feasible noise
abatement/mitigation for the project.
