This document constitutes the project plan for the Virginia Commercial Vehicle Information Systems and Networks Prototype, a project undertaken by the Commonwealth of Virginia in partnership with the Federal Highway Administration, the State of Maryland, and numerous other organizations involved in the Commercial Vehicle Operations aspects of Intelligent Transportation Systems. This document pulls together in one place the project objectives, activities, roles and responsibilities agreed to by the various project partners. This document will evolve as the project proceeds. At the conclusion of this project, this document will serve as a model for how to plan for subsequent deployment activities related to Intelligent Transportation Systems/Commercial Vehicle Operations (ITS/CVO). Appendix A contains a glossary of terms and acronyms used throughout this document. Appendix B contains a copy of the letters and agreements between project partners pertinent to this project.
