INTELLIGENT VEHICLE HIGHWAY SYSTEMS (IVHS) HAVE THE POTENTIAL TO SUBSTANTIALLY CHANGE TRANSPORTATION'S IMPACT ON URBAN AIR QUALITY AND OTHER ENVIRONMENTAL ASPECTS. WHETHER THIS IMPACT IS POSITIVE DEPENDS ON HOW THESE TECHNOLOGIES ARE DEPLOYED. THIS STUDY BY THE STATE AND LOCAL POLICY PROGRAM OF THE UNIVERSITY OF MINNESOTA'S HUBERT H. HUMPHREY INSTITUTE HAS BEEN FUNDED THROUGH A COOPERATIVE AGREEMENT WITH THE FEDERAL HIGHWAY ADMINISTRATION (FHWA). THE STUDY FOCUSES ON FINDING NEW MODELS FOR COOPERATION AMONG FEDERAL, STATE, AND LOCAL INSTITUTIONS THAT WOULD ENSURE DEPLOYMENT OF LVHS TECHNOLOGIES IN A MANNER THAT MINIMIZES THE NEGATIVE IMPACTS AND MAXIMIZES THE POSITIVE IMPACTS ON URBAN AIR QUALITY AND THE BROADER ENVIRONMENT.
