  The following report summarizes the results of a peer exchange held in Albany, New York, on ; June 25-26, 2008. This peer exchange was hosted by the Research and Development Bureau of ; the Engineering Division and the Research and Policy Studies Section of the Policy and Planning ; Division of New York State Department of Transportation (NYSDOT). Representatives from ; four state DOTs, Research and Innovative Technology Administration (RITA), and Federal ; Highway Administration (FHWA) Headquarters joined representatives from NYSDOT and ; FHWA-New York Division to share experiences and best practices in the following focus areas: ; • Creating a strategically driven transportation research program. ; • Conducting a comprehensive evaluation to measure the efficiency and effectiveness of a ; State Department of Transportation research program.
