Abstract:George H. W. Bush became President of the United States on January 20, 1989. On February 6 Samuel Skinner became his first secretary of transportation. FAA Administrator T. Allan McArtor resigned on February 17, 1989, and Robert Whittington, executive director for policy, plans, and resource management, became the agency’s acting administrator. In that capacity, Whittington helped to engineer the first labor agreement between FAA and the National Air Traffic Controllers Association (NATCA), to which the union agreed on May 1, 1989.
