This report describes the current government, academic, and private sector practices associated with open data and open source application development. These practices are identified; and the potential uses with the ITS Program’s Data Capture and Management (DCM) Program and Dynamic Mobility Applications (DMA) Program are noted. The report attempts to present examples and lessons learned in a manner targeted at comprehensively addressing the critical policy and institutional issues that are analyzed and addressed in a series of separate reports. The practices herein provide a basis for determining the most appropriate or new policies for an open data and open source approach for the DCM and DMA programs.
