">THE ESSENCE OF THE ITS PLANNING PROCESS IS TO DEVELOP EACH ITS PROGRAM ON THE BASIS OF THE NEEDS OF THE USERS AND OPERATORS OF THE TRANSPORTATION FACILITIES. ALTHOUGH THE PROCESS IS THE SAME NATIONWIDE, THE RESULTS ARE CUSTOMIZED IN EACH COMMUNITY TO ADDRESS THEIR PARTICULAR SET OF LOCAL NEEDS.
AS SHOWN IN FIGURE S-L, THIS USER SERVICE PLAN MARKS THE MIDPOINT OF THE STUDY AND DOCUMENTS THE RESULTS OF THE INITIAL STEPS IN THE ITS PLANNING PROCESS. THIS DOCUMENTATION OF THE CONCLUSIONS AND RESULTS THAT HAVE BEEN REACHED SO FAR ALSO PROVIDES THE RATIONALE FOR THE ORIENTATION THE PROJECT WILL TAKE IN ITS REMAINING STEPS.
