Abstract:

The Standards Development Plan identifies potential standards areas,

reviews existing standards efforts, describes a general process to assist

standards development, and suggests beneficial actions to support and

encourage ITS deployment. This document is intended for use as a guide to

using the architecture. It is directed toward standards development

organizations, product developers, service providers, and public agencies at

all levels.
