This circular sets forth the Urban Mass Transportation Administration's (UMTA) Cross-border Leasing Guidelines to provide grantees with current guidance on UMTA's treatment of these transactions. Since cross-border leases involve substantial expense and delicate timing, it is also the purpose of this circular to provide clear guidance as to how UMTA will make its case-by-case decisions whether to approve a particular lease.
