Abstract:

This report presents an evaluation of the Southwest Electronic One-Stop Shopping System (EOSS) Operational Test. The system consisted of a PC-based software application that enabled interstate carriers to identify required commercial vehicle credentials, and provided for their electronic application and issuance. The report first describes the system and its components. A summary of the evaluation is then presented, including its purpose and approach. The evaluation results are discussed, focusing on productivity impacts, user impacts, and institutional issues. The report concludes with a summary and a discussion of the lessons learned from the test.
