This study focused on the incident response component of the CHART program, and specifically, the ability of the CHART program to respond to unplanned incidents. Unplanned incidents include accidents, disabled vehicles, roadway debris, and roadway failure, but do not include construction, maintenance, or special events. The time frame for the study focuses on the period between 1990 and 1994.
