Abstract:The state of Maryland has made a strong commitment to combating climate change and reducing greenhouse gas emissions. This research investigated the state of practice of innovative contracting solutions to reduce emissions from highway construction activities. Implementation methods and challenges were identified and reported. Specifically, the report presents a framework of green performance contracting (GPC) that includes four levels of strategies, namely material related strategies, equipment and energy efficiency related strategies, green life-cycle strategies, and clean energy development strategies. A total of 19 GPC strategies and their application procedures and cases were identified and documented. An optimization model based on the Data Envelopment Analysis was developed to assist state highway agencies in selecting appropriate green performance contracting strategies in accordance with environmental performance, organizational readiness, cost effectiveness, and other criteria. Implementation recommendations were provided to tackle climate change at the project level.
