This cost Tradeoff Assessment Methodology Report outlines generic steps and strategy for analyzing the costs of obtaining telecommunications capacity to meet the requirements of jurisdictional ITS programs. A special focus has been placed on analysis of costs of owning versus leasing telecommunications for the ITS.
