Departments of Transportation are facing a critical shortage of qualified workers. In part due to this situation, the NMSHTD in consultation with the FHWA, the AASHTO Human Resources Committee, the NTTD, and the University of New Mexico carried out a survey called the “Domestic Scan.” The purpose of the Domestic Scan is to determine innovative staffing practices in use at State Transportation Departments
